CASE_PROD_INGREDIENTS Not Populating

In a multi-tenant, 8.1.2 Argus Safety environment, the CASE_PROD_INGREDIENT table is not being updated when a second product is entered.
The expected behavior is that we would see the ingredients for additional products added to the CASE_PROD_INGREDIENT table once the product is added to CASE_PRODUCTS.
