Error: 'The [Action] Cannot Be Processed at the Receiver' When Sending updateWBS Web Service Request to Unifier From Oracle SOA Application (Doc ID 2447249.1)

Symptoms

When sending the updateWBS Web Service request from the SOA application to Unifier, the following error is returned to SOA:

ERROR

oracle.j2ee.ws.client.jaxws.JRFSOAPFaultException: Client received SOAP Fault from server : The [action] cannot be processed at the receiver.

ADDITIONAL INFORMATION
------------------------
The same Web Service request XML can be sent to Unifier from the SoapUI application successfully without error. 

The following error can be found in the Unifier.log file:

<[ACTIVE] ExecuteThread: '9' for queue: 'weblogic.kernel.Default (self-tuning)'> #x #c The [action] cannot be processed at the receiver.
org.apache.axis2.AxisFault: The [action] cannot be processed at the receiver.
