Restarting Held Batches fail with error - "Another thread already contending" (Doc ID 2447755.1)

On : OFSAA 8.x version, Operations, Batch_OFSS

When attempting to Restart/Rerun a batch in Held status,
the following error occurs.

[2141] Batch run failed. Error. Another thread already contending for Batch run : XXXXXX_00000_0000_0. Returning.

The issue can be reproduced at will with the following steps:
1. Select a Batch in Batch Execution screen, Mark some tasks as Held and trigger the batch for execution
2. Kill the process from UNIX session
3. Try to re-trigger the same batch again from UI to see this error.

The issue has the following business impact:
Due to this issue, users cannot Re-Trigger the same batch which was killed from UNIX session.
