Unable To Add or Remove The Released Document From The Relationship Tab of Change Showing As Insufficient Privilege (Doc ID 2448337.1)

Symptoms

ACTUAL BEHAVIOR
Specific User tries to add / remove released Document which has revision on Relationship tab of Change but gets insufficient privilege error.
This issue does not occur for Document which do not have released revision.  

STEPS
The issue can be reproduced at will with the following steps:
1. Create new criteria for Document

Criteria : All Documents - Attachments - YO
Object Type : Documents
Criteria :

Documents (( Page Two.Data Classification In $USERGROUP Or
Page Two.Data Classification Is Null ) And
(( Page Two.Project Classification Contains Any $USERGROUP And
Page Two.Customer Classification In $USERGROUP ) Or
( Page Two.Project Classification Is Null And
Page Two.Customer Classification In $USERGROUP )) And
Page Two.Company Classification In $USERGROUP ) And
((( $CURRENTREV Equal To $INTRODUCTORY_NOCHANGE Or
( $LATESTREV Is Introductory And
( $CURRENTREV Equal To $UNASSIGNED Or
$CURRENTREV Equal To $STATUSTYPE.PENDING )) Or
( $LATESTREV Is Released And
( $CURRENTREV Equal To $UNASSIGNED Or
$CURRENTREV Equal To $STATUSTYPE.PENDING ))) And
( Page Two.Company Classification In AAA Or
Page Two.Company Classification In BBB Or
Page Two.Company Classification In CCC )) Or
(( $CURRENTREV Equal To $INTRODUCTORY_NOCHANGE Or

2. Create new role

yoRole0907A

3. Add the following 3 privilege for Documents to Role :  yoRole0907A

1) yoDocumentDeltoTable0911

Privilege : Delete to Table
Criteria : All Documents - Attachments - YO

2) yoDocumentAddToTable0911

Privilege : Add to Table
Criteria : All Documents - Attachments - YO
Applied to : Items.Relationships

3) yoModifyDocument0911

Privilege : Modify
Criteria : All Documents - Attachments - YO

Selected:
Documents.Relationships.Name
Documents.Relationships.Rule

4. Add the following 3 privilege for Change to Role : yoRole0907A

5. Create a new criteria for Change 

Criteria : yoChangeOrders0907
Object Type : Change Orders

Change Orders (( Page Two.Data Classification In $USERGROUP Or
Page Two.Data Classification Is Null ) And
(( Page Two.Project Classification Contains Any $USERGROUP And
Page Two.Customer Classification In $USERGROUP ) Or
( Page Two.Project Classification Is Null And
Page Two.Customer Classification In $USERGROUP )) And
Page Two.Company Classification In $USERGROUP ) And
( Cover Page.Status In $UNASSIGNED Or
Cover Page.Status In $STATUSTYPE.PENDING Or
Cover Page.Status In $STATUSTYPE.SUBMIT Or
Cover Page.Status In $STATUSTYPE.REVIEW )

6. Add the following 3 privilege to yoRole0907

1) yoAddTableChangeOrders0907

Criteria : yoChangeOrders0907
Privilege : Add to Table
Selected: 
Changes.Relationships

2) yoDelTableChangeOrders0907

Criteria : yoChangeOrders0907
Privilege : Delete to Table
Selected:
Changes.Relationships

3) yoChangeOrdersModify0907

Criteria : yoChangeOrders0907
Privilege : Modify
Selected:
Change Orders.Relationships.Name
Change Orders.Relationships.Rule

7. Assign role : yoRole0907 to issue occurring user : testuser

8. Login to Web Client with testuser

9. Go to Change 

10. Move to Relationships tab

11. Remove / Add a Document with Revision
