Symptoms
C2M Unique Constraint error when finalizing IMDs on prior "Do Not Use" measurements
ERROR
Error inserting data . constraint CISADM.SYS_User was violated..
STEPS
1. Mark the latest scalar measurements as "Do Not Use".
2. the measuring components most recent measurement date time is updated by the system to a prior date (latest non "do not use" measurement date time).
3. create a scalar IMD with an end date time equal to one of the measurement date times marked as "do not not use"
4. after perform VEE: "Error inserting data - constraint CISADM.SYS_C00310164 was violated." occurs
