Goal

On Oracle Communications Elastic Charging Engine(ECE), 11.3.0.6.0 version,

Telephony CDRs even with 0 RUM is required to be a persisted event for audit and traceability reasons. So the user do not want to reject these request, instead rate it as zero quantity and persist the result.

Is there any way to achieve this?
