ACTUAL BEHAVIOR
---------------
SCADA tags (MultiSpeak OSI) need to be applied to ganged point as well as phase points

Currently, when a scada out tag is placed on a SCADA device the MultiSpeak adapter sends out tags on the applicable phase points.

E.g. if an ABC hold tag is placed on SCADA point 88888888, tags are placed on points 88888888^^A, 88888888^^B and 88888888^^C.

Whenever a tag exists on one or more of the phase points it also needs to be placed on the gang control point - in this case 88888888.

If the ganged point is not tagged, an operator could tag a device in NMS and then still operate the gang point from SCADA.

Since it is possible for there to be multiple tags of the same type (potentially on different phases) care must be taken when removing tags - there must always be a tag on the ganged point if any of the phases have a tag.
