When Does Measurement Log Gets Created for Measurement Of Measuring Component (Doc ID 2452092.1)

Goal

Measurement logs are not visible in measurement log tab while creating measurement for the first time.

I have observed that when we create measurement for the first time system doesn't create logs whereas if same measurement is over-ridden or changed, it create logs.

Is this correct behavior or Should it create log when we create measurement for first time?
