SIM Is Not Retrying to Process the Staged Messages After First Trial

Symptoms
In Oracle Retail Store Inventory Management (SIM), if a message fails to be processed in the MPS_STAGED_MESSAGE table, the SIM does not retry to process it.
Steps to Recreate:
1. Try publishing or receiving a message of any family in SIM.
2. If the message fails it will not be re-tried and the message will stay with retry count as 1 in MPS_STAGED_MESSAGE table.
