Errors when Installing OHI Claims 3.18.2: "No dba credentials found for base application" and "Liquibase update failed"

Problems were encountered when installing the last OHI Claims release 220.127.116.11.0.
1) When running ohi-install.sh for fresh install or ohi-update.sh for patching, an error was thrown: "SEVERE: No dba credentials found for base application" message. Retrying running previous versions works fine. The issue is only with the last release. Running on both Weblogic 18.104.22.168.0 and 22.214.171.124.0 failed with the same error.
2) Once the above issue was solved (see below) a new "Liquibase update failed" error was thrown.
