If batch edit is enabled, initialSetup overwrites changes made with bedit.

Steps -
Execute following commands -
1. bedit.sh -w
2. set l2 off
3. save
4. stop/initialsetup/redeploy/start
5. validate bedit.sh -w has l2 off
