On OCI Not Able To Connect To Database From Demantra Java Process ---java.sql.SQLException: Io exception: Oracle Error ORA-12650 When Running aps.bat (Doc ID 2453224.1)

Symptoms

On : 7.3.1.4 version, LoadData

ACTUAL BEHAVIOR
---------------
Customer is on 7315
Migrated to OCI (Cloud)
Unable to connect to database from Demantra java process (running either aps.exe or dp_config.bat)

When running the pas.bat or dp_config.bat from command line they get the following error
 
java.sql.SQLException: Io exception: Oracle Error ORA-12650
 
Per doc Can't Connect Database Cloud Instance Using JDBC Client, get "Io exception: Oracle Error ORA-12650" (Doc ID 2382296.1), this is DB Bug
This issue is because of Oracle DB machine encryption ENCRYPTION_SERVER settings.

Fix Apply version 12.1.3.1.0 of patch 20960881

But the customer is on database version 11.2.0.4

Expect to be able to connect and run the executable

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Migrate to OCI
2. Run aps.exe

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot load data
