On : 7.3.1.5 version, LoadData
ACTUAL BEHAVIOR
---------------
After migrated to OCI (Cloud), unable to connect to database from Demantra java process (running either aps.exe or dp_config.bat)
When running the pas.bat or dp_config.bat from command line , the following error occurs:
java.sql.SQLException: Io exception: Oracle Error ORA-12650
Per doc Can't Connect Database Cloud Instance Using JDBC Client, get "Io exception: Oracle Error ORA-12650" (Doc ID 2382296.1), this is database Bug.
This issue is because of Oracle database machine encryption ENCRYPTION_SERVER settings.
Fix Apply version 12.1.3.1.0 of patch 20960881
But the database version is 11.2.0.4 .

The issue can be reproduced at will with the following steps:
1. Migrate to OCI
2. Run aps.exe
