Is There Date Column Formating on Downloaded Templates? (Doc ID 2453420.1)

Cost Change Template - Cost_Changes tab - Active Date field is not formatted correctly.
When using base Cost Change Template to induct a cost change, the Active Date column format is not correct.
It needs to be d-mmm-yy. If user does not use the correct date format the template will not upload.

Should there be date column formatting on downloaded templates?
