Problem Summary
ECE - Policy Driven Charging - Sy (SLR/SLA)

Problem Description
As part of our implementation, we are integrating ECE 11.3 with Openet PCRF for policy driven charging.

So we have following usecase, i.e. UseCase 1 --> Base Plan with NightTime Add-On Pack

Base Plan
• Click 5 GB
• $100/month
• Total Quota = 5GB
• Download Speed = 1Mbps
Counter = KBU
Offer profile label:
• Normal
• Over_threshold_75
• Over_threshold_90
• Threshold_exceeded

Add-On Plan
• NightTime Allowance
• $50/month
• Night Time Quota = 2 GB [ valid from 00:00 till 06:00 hours ]
• Download Speed = 2 Mbps
Counter = BONUSA
Offer profile label:
• Normal
• Over_threshold_75
• Over_threshold_90
• Threshold_exceeded

So in this scenario, where customer has opted for both base plan and Add-On Plan, BSS would provision both base plan and add-on plan to PCRF.
And for usage flow, following is the Sy calls expected by ECE
o Before start of session, PCRF to send SLR request.
Response from ECE to PCRF
o If no specific counter request is asked for, ECE would return current status of all subscribed policy counters in the response.

So if SLR request is sent at 00:30, i.e. during midnight, when night time policy should be effected, PCRF expects that ECE to return only applicable counter with status to "Night High Speed 10Mbps"; whereas ECE returns counter status of all counters linked to subscriber as response to SLA.

PCRF expects ECE to evaluate which counter would be impacted by charging for session and based on same, returns that specific counter along with its status in SLA . e.g.
  Diameter Message: SLA
  Policy-Counter-Status-Report (2903,VM,v=10415,l=68) =

Policy-Counter-Identifier (2901,VM,v=10415,l=18) = BONUSA
Policy-Counter-Status (2902,VM,v=10415,l=35) = Night High Speed 10Mbps

Moreover there is no extension for Sy where any customization can be done. So please advise how above scenario can be handled?
