FTP Standard Process with Conditional Assumption Fails with /* GetTRateCol() */ at End of Log (Doc ID 2454962.1)

Symptoms

In Oracle Financial Services Funds Transfer Pricing (FTP) 8.0.x, when running an FTP Standard process, the process consistently fails when run for the first time.  However, if you run the process a second time, it completes successfully.  The Transfer Pricing rule includes Conditional Assumptions.  The "Skip Non-Zero Transfer Rate Record" is selected in the FTP Process.

The ofstp log in $FIC_DB_HOME/log/FusionApps does not contain an error but ends suddenly with a select from the instrument table followed by the messages below repeated many times:

You expect the FTP Standard process to run successfully the first time.
