Promotion Series Becomes Non Editable When User Security Only Apply To Part Of Population (Doc ID 2455010.1)

Goal

Customer is on 12.2.7 and mentions that Promotion series becomes non editable when user security only apply to part of population
Per them there are 2 types of users

One type of user is admin role who can create promotion on multiple production groups or brands.
Another type of user is a account management role who can access to one production group or one brand.

In Demantra 7314, after a promotion was created by admin user which had multiple brands, the account management user can open promotion and edit series for brand which user had access.

In Demantra 1227, after a promotion was created by admin user which had multiple brands, the account management user can open promotion, but can't edit series for brand which user had access. Editable series became non-editable unless user was granted access to all brands which are in the promotion population.

Client expectation is that account management user should be able to edit series in the promotion based user security

Per Bug Bug 28028746 : USER ACCESS FILTERS ARE NOT WORKING AS EXPECTED:

This feature adds additional validation on top of the user access level
@ restrictions by also verifying that a user has a full visibility to the
@ population of the GL level he is viewing. This check doesn't evaluate the
@ type of access a user has to a member.

@ An example to this feature would be having a promotion A created for 3 items,
@ but the viewing user has access only to a single item on which the promotion
@ is planned, so in this case the user won't be able to adjust values for this
@ promotion as he will be impacting the total promotion value without
@ visibility to the values of the other 2 items.

@ This functionality is only active in cases when the worksheet aggregation
@ levels contain a GL level, it won't be activated for any other levels.

Customer has the following question regarding the above update:

Will Demantra in 1226.x or above have the ability to allow client to choice to enable or disable the additional security feature of checking access of promotion population?
