How To Make Event Adjustment Customer Note as Mandatory (Doc ID 2455372.1)

Goal

On Billing Care user interface, Event Adjustment window does not have the Customer Note option as mandatory. User wants this to be made mandatory for the agents to enter the Customer Note while performing event adjustment.
