Symptoms


ACTUAL BEHAVIOR
---------------
OPA executed the lower version of assessing service instead of the highest "live" deployed version.

EXPECTED BEHAVIOR
-----------------------
OPA assess service should respect the subsequent deployed and activated versions.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Got to access service response: 16
2. OPA was executing the ver #16 instead of ver #19
