Cancelled Sequential Discount Is Still Getting Applied When Purchasing A New Discount

Symptoms
Issue:
Previous discount which got ended is still getting applied when purchasing new discounts in case of sequential discounting case.
Issue details:
Random behavior of the system is observed upon discount activation/termination wherein if a discount X has been terminated in the past and gets reactivated, upon activation/termination of a new discount Y (which triggers recalculations) the old offering of the terminated discount X some times triggers a refund.
Reproduction steps:
- 11/1: Creation of an account and purchase of 2 products A and B and discount X (eligible on product B). Discount has duration of 2 months.
- 22/1: Billing
- 22/2: Billing
- 22/2: Terminate and reactivate product A on the day of billing with 5 minutes of difference between them
- 11/3: Discount X ends automatically
- 22/3: Billing
- 22/4: Billing
- 16/5: Purchase discounts X (eligible on product B) and Y (eligible on product A) mid-cycle
Upon activation of Discount Y, the expected recalculation of active discount X is triggered, but sometimes a refund also appears which belongs to the old offering of discount X.
Note: This issue is happening inconsistently for the exact same sequential discount configuration.
