Problem with Strings Having a Leading "&" (Ampersand Character)

On all versions of Oracle Communications Billing and Revenue Management (BRM), strings being stored in the database by the dm_oracle process which start with the "&" (ampersand) character end up being stored with an additional "&". For example:
1. When creating an account with LASTNAME, ADDRESS, etc with values starting with "&" e.g. "&val1", then a value of "&&val1" is stored in the database. Notice that system is adding an extra "&" while storing in database.
2. When modifying an account field LASTNAME, ADDRESS, etc using PCM_OP_WRITE_FLDS with a value starting "&" e.g. "&val2", then again a value of '&&val2' is stored in database. An extra ampersand is again prefixed.
