IO Safety Stock Postponement Is Not Occurring On Component (Doc ID 2457607.1)

Symptoms

On : 12.2.4 version, Engine Comp for Oracle RiskOpt in Test

In a simple configuration, item AR_IO_SA_1 in Org = MAS:HM1 is produced using item AR_IO_RM_1. AR_IO_RM_1 is transferred from Org MAS:HW4 to MAS:HM1. At MAS:HW4, it is purchased from external supplier. Sourcing Rules and ASL are in place. There is forecast for AR_IO_SA_1 in Org = MAS:HM1. Users see IO is calculating safety stock correctly for item AR_IO_SA_1 in Org MAS:HM1. They do not see Safety Stock Postponement happening on the component for item AR_IO_RM_1 in Org MAS:HW4 since no safety stock is generated for this item/org
Some key profile settings
MSR: Postponement Factor=10
MSO: Enable Cost Rollup for Optimization=Yes
MSO: Cost Roll-up incremental factor=0.01
 

EXPECTED BEHAVIOR

They expect to see Safety Stock Postponement happening and thus a safety stock for item AR_IO_RM_1 in Org MAS:HW4.

STEPS

The issue can be reproduced at will with the following steps:
1. Setup Safety Stock for end items, components and postponement profiles
2. Run the IO plan
3. Users do not see safety stock postponement occurring for the component item
