Forecast Consumption Not Occurring For Specific Items During ASCP Plan Run (Doc ID 2458701.1)

Symptoms

On : 12.1.3.8

 Example data:

Forecast Setup is in old MRP in EBS source:
Forecast Set = FORSET
Forecast = FSET
Backward/Forward days both = 5
Consume and Advanced Planning Collections are both enabled on forecast set
For itemA they setup 1 daily bucket qty = 30 due 01-DEC-2018
Pegging is End Assembly/Soft Pegging
Forecast Control = Consume and Derive
Bom item type = Standard
In ASCP workbench There's forecast qty = 30 due 01-DEC-2018 and Sales Order qty = 1 due 01-DEC-2018 which did not consume the forecast as the field Consumed forecast is NULL

Plan options -
Spread forecast evenly - enabled
Consume by Forecast bucket - disabled
Backward and Forward Days are NULL - This is ONLY for Demantra forecasts and we're not using Demantra in this example. We did try with consume by forecast bucket and this did not help. It appears to be happening for this one org only
 

EXPECTED BEHAVIOR

Expect the forecast to be consumed by the sales order

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup MRP source Forecast with backward/forward days
2. Create sales order with same due date as forecast
3. Run data collections
4. Setup and run ASCP plan
5. After reviewing supply demand for the item in the workbench there is no Consumed Forecast even though the Forecast and Sales order show the same due date
