Feedback Tab Reappears In The Activity Details Pane After Being Removed On Professional (Doc ID 2459203.1)

Symptoms

ACTUAL BEHAVIOR
---------------
After removing the Feedback tab from the Details panel at bottom of the Activities view and saving the layout, this tab comes back automatically after re-login and opening the Activities view.

EXPECTED BEHAVIOR
-----------------------
After removing the Feedback tab from the Details panel at bottom of the Activities view and saving the layout, the Feedback tab should not display on the view.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open a project and browse to the Activities view. Show the Details at the bottom.
2. Right click the Details tab-> Customize Activity Details
3. Observe that the Feedback is in the Available Tabs rather than the Display Tabs, even though this Feedback tab already exists in the Details panel.
4. Move the Feedback to the Display Tabs then press OK. Save the layout.
5. Customize Activity Details again and remove the Feedback from the Display Tabs. Save the layout.
6. Logout from P6 and login back.
7. Open a project and browse to the Activities again. Observe that the Feedback tab is still there in the Details panel.

The issue has the following business impact:
Due to this issue, users cannot remove the Feedback tab from the Activities Details panel.
