Smtp_client Silently Fails To Enqueue A Bounce (Doc ID 2459232.1)

Goal

A message was found that had been in the queue for almost 2 months:

That bounce is trying to do a milter callout for milter slot 1. And that milter server is not reachable (due to a network/firewall ACL issue).So it fails to enqueue the bounce, and leaves the message in the queue and tries again. Those "recipient no longer on server" have been appearing in the logs of that next-hop MTA every couple of minutes since August 16. Clearly, it is a config error on our part: either we should not try to call the milter or it should be possible. That will be fixed.

We are wondering about milter callout on enqueue of a bounce. Should it be doing that? Or have we fumbled something that should have prevented that?

But it also seems like a bug that smtp_client is silently trying this over and over and over and never logging anything about it.
