Services Failing to Start after Installing NMS (Doc ID 2459335.1)

Symptoms

After following the Installation Guide, services are failing to start.


10/05/18 20:17:43: System State: CRITICAL - nms-host.<SERVER>.com.tr:nms-naming-service running
10/05/18 20:17:43: System State: CRITICAL - nms-host.<SERVER>.com.tr:nms-lighttpd running
10/05/18 20:17:43: System State: CRITICAL - nms-host.<SERVER>.com.tr:TCDBService running
10/05/18 20:17:43: System State: CRITICAL - nms-host.<SERVER>.com.tr:MBDBService running
10/05/18 20:17:43: System State: CRITICAL - nms-host.<SERVER>.com.tr:ODService running
10/05/18 20:17:43: System State: CRITICAL - nms-host.<SERVER>.com.tr:DDService running
10/05/18 20:17:43: System State: CRITICAL - nms-host.<SERVER>.com.tr:MTService failed
10/05/18 20:17:43: System State: CRITICAL - nms-host.<SERVER>.com.tr:MBService running
10/05/18 20:17:43: System State: CRITICAL - nms-host.<SERVER>.com.tr:JMService failed


 

The MTService log had this error:
10/05/18 20:15:53: 0x7f7c7b0f5720,ctp=0x169dc48,"" **FATAL** could not load switches

The JMService log had these errors:

10/05/18 20:16:03: JMService 0x7f7db5f5c720,ctp=0x15367b8,"<MAIN-TASK>" PG::lookup - failed - (0/0:0.0) MTS.C(663) [mts] scope=2 mode=3: << no error >>
10/05/18 20:16:06: JMService 0x7f7db5f5c720,ctp=0x15367b8,"<MAIN-TASK>" PG::lookup - failed - (0/0:0.0) MTS.C(663) [mts] scope=2 mode=3: << no error >>



The issue can be reproduced at will with the following steps:
1. sms_start.ces

Changes

"ces_setup.ces -clean -reset" was recently run
