Time Zone Is Not Considered While Granting The Resource Using Discount

Symptoms
On : 11.3.0.6.10 version:
Scenario:
- In a setup with ECE/PDC/BRM, there is a daily bundle functionality wherein a discount configuration will grant the daily allowance (non currency resource) and the validity is set to midnight.
- The problem is that it is setting to midnight UTC time. So when the balances get loaded to BRM, there is a offset applied, and so in BRM it is not rounded to midnight.
- The timezone is not considered by ECE while granting the resource.
- See in below snippet of ECS log that the end date is rounded to mid night UTC.
Expected behavior:
The valid_to that is created and stored in ECE should be offset by considering the corresponding timezone (CEST in this example )
