Time Zone Is Not Considered While Granting The Resource Using Discount (Doc ID 2459595.1)

On : 11.3.0.6.10 version:

Scenario:

In a setup with ECE/PDC/BRM, there is a daily bundle functionality wherein a discount configuration will grant the daily allowance (non currency resource) and the validity is set to midnight.
The problem is that it is setting to midnight UTC time. So when the balances get loaded to BRM, there is a offset applied, and so in BRM it is not rounded to midnight.
The timezone is not considered by ECE while granting the resource.
See in below snippet of ECS log that the end date is rounded to mid night UTC.

Expected behavior:
The valid_to that is created and stored in ECE should be offset by considering the corresponding timezone (CEST in this example )
