Moving the Second WBS Node of a Sibling WBS to be the Child of Another Collapsed WBS Node Doesn't Work When Maintaining the WBS Structure.

Moving the first WBS node to be a child underneath another collapsed WBS node works fine, however, when trying to move the second WBS node, the drag and drop doesn't work.
Moving WBS nodes works fine when maintaining the WBS structure.
The issue can be reproduced at will with the following steps:
1. Collapse the entire WBS structure. (i.e. Collapse All. Ctrl + Number -).
2. Manually expand the WBS structure to see each WBS element.
3. After moving the first WBS element from its parent to another, the target parent node will be collapsed automatically.
4. When trying to drag the current first (i.e. previous the second) WBS element to the target node, it's not working. But the current second WBS element can be moved successfully.
The issue has the following business impact:
Due to this issue, users cannot move WBS nodes properly when maintaining the WBS structure.
