Item Assignment Based On Base Class Is Not Working

Goal
On : 7.5.0.21.0 version,
Issue is that, if the item tag table has event in the order :
0 /event/billing/product/fee/cycle /item/temp
1 /event/billing/product/fee/cycle/cycle_arrear /item/cycle_arrear
Then, for the event '/event/billing/product/fee/cycle/cycle_arrear' the item class /item/temp is selected for assignment.
For example,
Define /service/xxx (base class) and cycle_forward_monthly event to be assigned to /item/item_1 item.
Earlier /service/xxx/voip and cycle_forward_monthly event was getting assigned to /item/item_1 (expected behavior).
But now after upgrading to BRM PS21 and PDC 11.2 it is being assigned to /item/cycle_forward as default configuration.
Question:
Is there is a change in this configuration handling or is there any business param is there to control the behavior ?
