The Scheduler schedules an activity to a shift immediately on receiving, but the event was not registered internally by scheduler and the update was never sent back to the host or integrated system, unless some other event happened for the assigned shift (e.g. another activity assigned, or changed status on this shift etc,) or the activity itself got updated (as when skills were updated).

This is why some activities were reported assigned on first sync plan, or very soon, but for some updates were never sent or only sent when activity was sent to scheduler second time.
