Tooltips Do Not Work In Pop Up Windows Such As Activity And Client (Doc ID 2460480.1)

Tooltips do not work in pop up windows such as activity and client. If you navigate to the Activity screen on any Policy and use the add activity button on the left if you select any activity with a tool tip it will not display. If this same activity also has a client field open up the client screen and navigate to any field that has a tool tip and it will not display. If you navigate directly to the client screen the tool tips will work as expected and the same if you use the inline add activity button. We are on OIPA version

Tooltips work everywhere.

The issue can be reproduced at will with the following steps:
1) Navigate to Policy
2) Add activity from the button besides Auto Process
2a) Hover over Text Field and notice the Tool tip
3) Add activity from the button on the left column under comments
3a) Hover over Text Field and notice the Tool tip is not displayed
4) Inside of the activity open up the client field and click on new client
4a) Find TOOL TIP field and hover over it notice that no tool tip is displayed
5) On that policy navigate to the roles screen and click on create
5a) Find TOOL TIP field and hover over it notice tool tip is displayed

The issue has the following business impact:
Tool tips are not consistent in the system and causes users to miss relevant information.
