Client Comments Only View-able By User Who Created It Regardless Of Security Setting (Doc ID 2460502.1)

Client Comments only view-able by user who created it regardless of security setting. If user One logs in and navigates to Client X and creates a comment they will always be able to see it unless removed, as expected. If client Two logs in and navigates to Client X they will not be able to see the comment created by user One. We have a security set to view all comments but this does not work. If we turn on showSql in the we can see in the logs that when the client comments screen loads it is only querying for those comments created by the logged in user.

Any logged in user with the correct security privileges can see all created client comments.

The issue can be reproduced at will with the following steps:
1) Create a new client in the system
2) After the client is created, create a comment on this client
3) Log in as a different user with the same security group
4) Navigate to the client from Step 1 and notice you cannot see the comment created in step 2

The issue has the following business impact:
Due to this issue, Business users are unable to view client comments created by their peers.
