E.i.5 and E.i.6a are Transmitted Even Though Outcome of Event is Not Resolved (Doc ID 2461792.1)

Symptoms

E.i.5 (Date of End of Reaction / Event) should be transmitted only when REACTIONOUTCOME is recovered/resolved or recovering/resolving.

However Argus is transmitting the element directly.

This element should be transmitted only if R.E.A.C.T.I.O.N.O.U.T.C.O.M.E has one of the following values:
- recovered/resolved
- recovering/resolving

And also, E.i.6a (Duration of Reaction / Event)  should be calculated and transmitted only when REACTIONOUTCOME has one of the following values, accordingly.
- recovered/resolved
- recovering/resolving
