External Email Signatures With HTML Content Do Not Display Correctly In Convergence

Symptoms
Consider a setup with Convergence 3.0.1.4.0 (or Convergence 3.0.2.0.0) and Messaging Server 8.0.2.0.20170922
With following parameters set per KM Doc: Convergence And MSHTTPD Content Sanitizing And Security Features Overview:
Convergence:
External email signatures that contain HTML content do not display correctly in Convergence.
Consider an external Thunderbird user with an HTML signature set. When this external user sends an email to a Convergence user, the HTML signature does not display correctly - no graphics are seen.
However, if the same signature is added to a Convergence account, then it will display fine when sent to another Convergence user. This problem appear to be specific to external emails arriving in Convergence.
