Symptoms

 Web Service Connection from DMW to Inform Fails with "Connection failed: No Content-type in the header"

 Testing the discrepancy URL in a browser returns a 404 error

 for example:

<trial URL>/InformAdapter/Discrepancy/DiscrepancyService.svc

When this is setup correctly the above URL should return a 400 in a browser.
