In the Oracle Utilities Meter Data Management and Smart Grid Gateway V2.2 Release Prospectus (Doc ID 2152028.1) there is information about an enhancement:
Remove object Data IDs from Admin Configuration Data
The proposed MDM V2.2 product release will include enhancements to make data migration for special types of object data easier,
e.g a measuring component for an “Average Usage Profile”
This problem occurs because the source environment references a specific primary key that may not exist in the destination environment.
The proposed MDM V2.2 product release will include the ability to reference object data (Measuring Component, Device, TOU Map) by an identifier rather than an environment specific primary key; thus, allowing data to be migrated without needing to also migrate the object data.
