ACTUAL BEHAVIOR

Pegging of Primary and Substitute component items not working as designated in the Oracle Advanced Supply Chain Planning Implementation and Users Guide.
ASCP planning is not considering committed supply of substitute components (on hand, on order) in pegging to demand and generating planned order supply for primary components as priority, leaving substitute components as excess in the plan.
EXPECTED BEHAVIOR

When Use Substitute Components is checked in the Plan Options, then the on hand for the substitute components should be used vs. creating a new planned order for the primary component.

The issue can be reproduced at will with the following steps:
1. Setup substitute items
2. Run plan
