OSM Is In Failed State With a Wrong/corrupt Cartridge Deployment

Symptoms
On : OSM 7.3.1.0.7.64 version
OSM is in a Failed state with a wrong/corrupt Cartridge Deployment
Customer observed that with any wrong OSM Cartridge Deployment , the OMS ear file [[oms.ear] goes into a failed State. This has happened for 2 Environments.
1. Can you please suggest if this is an expected behavior.
2. Customer was not able to bring the oms.ear to into an Active State.
a) Purged the Problematic Cartridge from the DB directly [execute om_cartridge_pkg.drop_cartridge(cartridge id);
b) Made the Old Cartridge default version as Y in DB
c) Performed a Clean Restart of OSM
d) We even tried using oms.ear from the Working Environment but this also did not help
3. Finally we went ahead with Application and DB Backup Restore
Query : Please suggest the steps to be followed in case OMS.EAR and Managed Server goes to failed State and how to recover it.
