Goal

Install Repository Creation Utility (RCU) 12.2.1.3 on Oracle Database 12.2.0.1 without having to use SYS (SYSDBA) or SYSTEM accounts. This will avoid getting ORA-01031 "insufficient privileges" when using the SYSTEM (DBA) account.
