Websphere Thread Count Spiked And Did Not Go Down Until Ficapp Was Restarted (Doc ID 2464025.1)

Symptoms

All of sudden , Websphere active thread count spiked and users could not access or use the system. There were over 250 connections to port 9999 on the ficapp server during this time. After restarting ficapp the connections when back to about 20 or 25 and websphere thread count returned to normal.
