On Argus Insight 8.1.2 Initial ETL hangs on rpt_workflow

-- Steps
The issue can be reproduced at will with the following steps.
1. user starts initial ETL after upgrade to 8.1.2
2. When it reaches rpt_workflow it hangs for 2 days

All Insight activity impacted due to the ETL hang
