Cannot Run Allocation from Allocation Summary Screen with 'Run execution failed' Error in 8.0.6 & 8.0.7

Symptoms
In Oracle Financial Services Profitability Management (PFT) 8.0.6 or 8.0.7, when attempting to run an Allocation from the Allocation Summary screen, it fails to execute and the following error message pops up:
Run execution failed.
Additionally, the following error exists in the web server nohup.out:
ExecuteFSRule> : New request to execute FS Rule : [208386][CREDIT_LINE_LP$_CML@@762][Tue Jul 31 00:00:00 EDT 2018][Allocation Engine]
[10/23/18 15:42:38:972 EDT] 0000ed86 SystemOut O ClsICCUtil>CreateBatchObject()> : Batch object is empty ? true
If you run the Allocation as part of a Batch, it executes successfully. It only fails when run from the user interface.
