Imported XER File Contains Costs In 'Actual This Period' That The Source Database Does Not Have

The source database has Actual This Period Labor Cost = $0 for activities. When the XER file is imported into another DB, the Actual This Period Labor Cost for the activities show a positive value.
The "Actual This Period Labor Cost" matches between the projects in different databases.
The issue can be reproduced at will with the following steps:
- Sign in to P6 Pro Client
- Close any open projects
- Import the XER
- View the activities
- "Actual This Period Labor Cost" displays costs values equal to the "Actual Total Cost"
Note: The source DB has $0 for the activity "Actual This Period Labor Cost"
