ReSA Foundation Data - Reference Fields Upload Process Is Stuck With Status "New" (Doc ID 2464557.1)

When attempting to Reference fields upload process is stuck with status "New" the following error occurs.

Caused by: Error : 20001, Position : 0, Sql = DECLARE BEGIN :1 := sys.diutil.bool_to_int(STG_SVC_REFERENCE_FIELD.PROCESS_S9T(:2 ,:3 ,:4 ,:5 )); END;, OriginalSql = DECLARE BEGIN ? := sys.diutil.bool_to_int(STG_SVC_REFERENCE_FIELD.PROCESS_S9T(?,?,?,?)); END;, Error Msg = ORA-20001: Error parsing error message from SQL_LIB.API_MSG
ORA-06512: at "RMSDEM13.RMS_COL_SPT_STATUS_AUR", line 36
ORA-04088: error during execution of trigger 'RMSDEM13.RMS_COL_SPT_STATUS_AUR'

Steps to reproduce :

1.Open ReSA application.
2.Navigate to Foundation Data -> Data Loading -> Download Data.
3.Select Reference Fields -> Maintain Reference Fields.
4.Download the template in spreadsheet format.
5.Fill in the spreadsheet with necessary data updates.
6.Navigate to Foundation Data -> Data Loading -> Upload Data.
7.Select Reference Fields -> Maintain Reference Fields.
8.Upload the filled out template in spreadsheet format.
9.Navigate to Foundation Data -> Data Loading -> Review Status.
10.Notice that the upload process is stuck in 'New' status.
