Symptoms

When attempting to run an integration using Primavera Web Services, it randomly fails with errors like the following:

ERROR

com.primavera.PhoenixException: Unable to get permanent license
   Caused By: com.primavera.PhoenixException: An attempt to fetch a new NextKey for usession_session_id failed.
   Caused By: java.sql.SQLRecoverableException: IO Error: Connection reset
   Caused By: java.net.SocketException: Connection reset

ERROR com.primavera.bo.datacaches.ServerUserPrivsCache ?:? Failed loading user privilege information for user: 3504
com.primavera.bo.base.DBEngineException: DBEngine.executeSelect: {select prof_id, obs_id, user_id from userobs where user_id=?}[3504]
   Caused by: java.sql.SQLRecoverableException: IO Error: Connection reset
