SGG L&G Intervals Does Not Load Correctly For Spring DST (Doc ID 2464860.1)

For the shift forward to spring DST, we are expecting 23 hours of intervals being loaded. L&G sends the interval record with blank delimiters after the shift to 3am CDT. SGG is counting these blanks as intervals with 0 quantity, regular condition. Therefore the actual intervals after the blank delimiters are being loaded as 4:15am CDT instead of 3:15am CDT. The expected result is not to count the blank delimiters as 0 Regular.

Steps -
1.Using an input file with spring DST with blank data for extra hour in it drop to input polling directory.
2. File is processed and blank data is set to 0 quantity and regular condition.
3. For 15 min intervals 96 intervals are created when there should only be 92.
