QuoteScreen BR - Quote Button Disappears Once We Save The Activity (Doc ID 2465100.1)

When we have a transaction that has the QuoteScreen BR attached, once I save the transaction and re-open, the Quote button is no longer available. The Ok and Cancel buttons are.

Expected behavior is for the Quote button to remain available until the transaction is processed. I should be able to save the transaction as many times as possible and as long as it's pending, re-open and re-quote.

The issue can be reproduced at will with the following steps:
-Attach the QuoteScreen BR to a transaction
-Pull up a policy and the transaction that the QuoteScreen BR is attached to
-Hit the OK button to save the transaction
-Open up the now pending transaction and notice that the Quote button is not showing

The issue has the following business impact:
Due to this issue, This prohibits us from quoting once the transaction was saved - the user will now have to delete the transaction and open a new transaction if they needed to quote again after it was saved. This is not acceptable to the client.
