Payment Requisition Tabs Are Not Loading For VPN Users (Doc ID 2465453.1)

Symptoms

When connected in through a VPN, end users that connect into Primavera Contract Management are not always able to get all of the tabs to load within the Payment Requisitions module. 
When the tabs do not load, the following error appears in a child window:

Warning - Unavailable Version of Java Requested
This application would like to use a version of Java (<javaversion>) that is blocked by your security settings. We recommend running the application with the latest version of Java on your computer.
