Unable To Unlock User Account using Administrator Rights (Doc ID 2465464.1)

When attempting to log in, the User in question receives the following error:

This account has not been used in a while.
This account has been locked.
Please call your Administrator or send an email to Support

When attempting to unlock the account, the setting change does not apply and the locked check box remain enabled.

User is unable to use the forgot password link because they didn't set up the security settings.
