ACTUAL BEHAVIOR
---------------
Old 'Rework' switch plans will not show up in switch plan lists

The contents of the switch plan lists are controlled by the 'additional_constraints' parameter.

    For example, for workspace/xml/WorkspaceMenuBarTool.xml, product has:
    value= "switch_sheet_cls in (3106) AND (completed_date is null OR completed_date + 60 >= sysdate)"/>

When a switch plan is transitioned from completed to rework, it keeps it's completed_date, so this constraint will not work after 60 days. A 'rework' switch plan ought to be included regardless of when it was completed.

Workaround provided below:

In all 5 places where this type of constraint exists, Add state_key = 400' will resolve the issue

ops/safetylist/xml/SAFETY_LIST_TOOLBEHAVIOR.inc
ops/switchinglist/xml/SWLIST_MENUBAR.inc
ops/switchinglist/xml/SWLIST_TOOLBEHAVIOR.inc
ops/webswitching/xml/DLG_NEW_NMS_DIALOG.xml
ops/workspace/xml/WorkspaceMenuBarTool.xml
