MTA Sending Un-Encoded International Domain Name to Proofpoint Milter (Doc ID 2465624.1)

Symptoms

Using: Messaging Server 8.0.2.3.x

A message is stuck in a queue because Milter rejected message.

The problem is that the MTA is sending the un-encoded domain name instead of the encoded:
